Research Methodology

Step 1:    Organisation of a consultative meeting of three research partners (AIT, Hue and Chiang Mai) to discuss the project objectives and plan in detail all activities. This meeting will provide clear guidance and assign responsibilities among the research partners to achieve the project goal under the Sumernet programme framework. This meeting was agreed to be held in Hue City, Vietnam. (month 1)

The project brochure in three languages (English, Thai and Vietnamese) will be prepared which gives details of project objectives and activities to boundary partners and others – a vehicle for dissemination – (month 1-2)

Step 2:    Obtain results from the on-going project “Action towards Resource-efficient and Low Carbon Cities in Asia”, which will provide a general overview and a broad picture on GHG emissions in both cities. It will require data of energy consumption (e.g. fossil fuel, bio-fuel, electricity), non-energy use (e.g. air-condition, fertilizer, animal rearing), materials & food consumption, travel, waste &  wastewater and property & assets, of the cities. However, additional work that will be carried out in this project would be refinement of the results, so as to ascertain the GHG emission and emission intensities due to the tourism sector (the ADEME sponsored project will only give the emissions from end use entities such as buildings, transport, energy consumption, non-energy consumption, food, etc.). This will be done by the local research partner with the help of AIT, and would be based on discussion with the boundary partners of each city in step 3. (month 2-3)

Step 3:    The step involves the following activities which may have to be done in parallel:

A.    The local government, who are the research partners in both cities will analyze GHG emission (by using Bilan Carbone tool) related to tourism with support from AIT, and prioritize potential mitigation options on the basis of GHG emissions inventory of the tourism sector. This will be presented to the boundary partners to finalize the observations/results for the next steps (month 3)

B.    The research team with boundary partners will also identify income generation, job opportunity and effect on gender equality, based on the mitigation options. This will be assisted by observations from field survey, such as, interviews, questionnaire surveys to women and men working in tourism sector and focus group discussions. Discussions will also be conducted with women in the tourism sector, especially those who might be most affected by/ benefited with the considered options. (month 3-4)

Step 4: Research partners will carry out city to city field visit to observe/share real life experience related to tourism activities initiated in each city. During the city visit, a Sumernet partner institute, Hue University, will be invited to join in research team to share ideas on green tourism initiatives. For example, Hue city has recently implemented home stay and garden house concept in the city to promote tourist which might be lesson for Chiang Mai. Similarly, Chiang Mai has developed walking and cycling routes within city area and photovoltaic traffic & street lights. These knowledge and experiences will add value to the research outputs of the tourism policy and plans in both cities (see Step 5). (month 5-6)

Step 5: Develop policies & plans towards achieving pro-poor and gender-responsive tourism sector in consultation with research partners (AIT, Chiang Mai and Hue). These policies & plans will be developed on the basis of research results that will address energy efficiency, green consumption and production, environmental friendly transport, promotion of 3R concept in the tourism sector, and green & decent job creation, and could include time frame, implementer (government, private sector, etc.) and other details for implementation of plan of the specific policies. This will also take into account the types and nature of job creation, and the role of women in decision making process. (month 6-7)

The city to city visits (Step 4) will also be planned to synergies activities for sharing experiences and lessons.

Step 6: Consult with boundary partners (using the research results) on the policies & plans to produce the final research output(s) for each city (month 8)

Step 7: Discussion with project partners (AIT, Chiang Mai and Hue) to finalize the project report, publication in peer-review journal articles, Sumernet research book chapter, media publication and policy brief. An editor’s help will be made use of for compilation, editing and publishing (month 9-11)
